The Heart Sacred Continent is divided into nine domains, and each domain is divided into eight to twenty-four states. Lingzhou is just one of the eighteen states under the jurisdiction of Dongxuan Domain, one of the nine domains. Yangcheng is one of the one hundred and eight major cities under the jurisdiction of Lingzhou.
