Lieutenant Governor William Benson assumes the reign of state government when Governor Patrick O'Brien is attacked and lies fighting for his life in a hospital room. The accident involving the governor takes a turn toward the sinister when it is discovered that the driver who struck the governor's limo was on a search and destroy mission. Benson appoints Andrew Chapman, an investigator with the State's Criminal Investigation Division, to the case.

Chapman's appointment is crucial because Benson knows Chapman was once a member of the group which committed the murder -- a group known as the Brotherhood of the Ring, a group controlling the highest levels of state government.
